The Traffic Law and Substance Abuse Education (TLSAE) course (a.k.a. drug and alcohol course, first time driver course, or learner’s permit course) is required to apply for a Florida learner’s permit. You are eligible to take the drug and alcohol course after your 14 th birthday, but you must wait until you turn 15 years old to apply for your permit. Getting a Florida learner’s permit allows you to legally get behind the wheel (with certain restrictions) on public roadways and to practice your driving with the proper supervision. If you are under the age of 18, you are required to get a learner’s permit and log 50 hours of supervised driving (10 hours of which are at night) before you can apply for your driver’s license and take the driving skills test. While getting a permit to practice driving is still advisable if you are 18 or older, it is not a requirement to apply for a driver’s license.

The Traffic Law and Substance Abuse Education (TLSAE) course (a.k.a. drug and alcohol course, first time driver course, or learner’s permit course) is required to apply for a Florida driver’s license, if you have never held a driver’s license in another state, country, or jurisdiction. If you are under 18 and already have your learner’s permit, then you have already satisfied the TLSAE drug and alcohol course completion requirement. You do not need to take the course a second time to graduate from your learner’s permit to a driver’s license. While still advisable, if you are 18 or older you are not required to get a learner’s permit and do any practice driving. Whenever you feel ready to pass the driving skills test, you are eligible to apply for your driver’s license, but you will be required to successfully complete the TLSAE drug and alcohol course since you did not do so previously to get a permit.

If you are under the age of 21 and had your license suspended as a result of a Blood Alcohol Level (BAL) violation (between .02 and .05), you will be required by the State of Florida Department of Highway Safety and Motor Vehicles (DHSMV) to complete a TLSAE drug and alcohol course in order to reinstate your license on a hardship status. A hardship license status means that you are only allowed to legally drive for “business” or “employment” purposes.
